Total Voting Rights: Month-end Disclosure

Cable and Wireless plc (the "Company") confirms that on 28 February 2010, its issued share capital consisted of 2,623,723,994 Ordinary Shares of 25p nominal value with voting rights ("Ordinary Shares").

The Company holds 28,713,123 Ordinary Shares in treasury.

Therefore, as at28 February 2010 the total number of voting rights in the Company is 2,595,010,871. Shareholders may use this figure as the denominator for the calculations by which they will determine if they are required to notify their interest in, or a change to their interest in, the Company under the FSA's Disclosure and Transparency Rules ("DTR").

Changes to the Company's issued share capital since 31 January 2010 relate to the issue of new shares on the exercise of employee share options.

This announcement is in conformity with DTR 5.6.1.
