Postponement of Issue Date

Following the publication of The Royal Bank of Scotland Group plc's estimated loss for 2008, The Royal Bank of Scotland plc will supplement its prospectus in respect of the above Securities. This supplement will be delayed until either an accountant's report in respect of such estimate or the audited financial statements for 2008 of The Royal Bank of Scotland Group plc are published. Therefore the issue date of the Securities has been postponed to early March and the precise date will be specified in the above supplement. The issue date will be after the Swedish statutory five business day period for investors in Sweden to withdraw their acceptance following the publication of the supplement and its notification to the competent authority in Sweden.
If investors do not agree to this postponement they should apply to the distributor, SIP Nordic AB, and any subscription moneys already paid will be repaid and their subscription shall be cancelled.
