GRUPO CLARIN S.A.
Statement re Cablevisión telephony license
On 23 July 2009, the Argentine Securities Commission ("CNV") asked Grupo Clarín S.A. (the "Company") to provide the CNV information regarding an alleged granting and subsequent revocation of a telephony service authorization to its subsidiary, Cablevisión S.A. ("Cablevisión"). In responding, the Company made reference to a notice filed with the CNV and the Buenos Aires Stock Exchange ("BASE") on 23 July 2009 by Cablevisión, explaining that: (i) Cablevisión was and continues to be licensed to render telephony services pursuant to a license granted in 2002 to Fibertel S.A. (a former subsidiary that was merged into Cablevisión in 2003), (ii) In order to implement the telephony service, Cablevisión had filed technical requests and initiated several administrative procedures with the Communications Secretariat, which were delayed for nearly two years, (iii) on 13 July 2009, the Communications Secretariat issued Resolution No. 146/09, allocating a set of telephone numbers to Cablevisión for use by its telephony clients, and (iv) on 22 July 2009 the Communications Secretariat issued Resolution No. 165/09, revoking Resolution No. 146/09 on the basis of objections filed by certain other Argentine telephony licensees, (v) Cablevisión understands that Resolution No. 165/09 is arbitrary and illegitimate and is considering appropriate administrative and judicial actions.
