Please be informed that on December 17, 2013 the Issuer filed the applicationfor the registration of changes to the Resolution authorizing the issuance ofthe non-convertible interest-bearing certified bonds of the 02, 03 series tothe bearer with the obligatory centralized custody placed in the form of publicsubscription eligible for anticipated repayment at the request of holders andat the discretion of the Issuer (the "Resolution), as well as to the Prospectuswith the Bank of Russia Financial Markets Service.
