ITIS Holdings PLC05 May 2005 5th May 2005 ITIS ENTERS INTO AGREEMENT WITH DELCAN FOR DELIVERY OF CFVDTM TECHNOLOGY ACROSSNORTH AMERICA ITIS Holdings plc ("ITIS") is pleased to announce that it has entered into a newagreement with Delcan•NET Inc. ("Delcan"), a US based provider of transportationmanagement and traveller information systems, to accelerate the delivery ofCellular Floating Vehicle Data ("CFVDTM") traffic flow management projects topublic agencies in North America. ITIS has previously collaborated with Delcan to establish the initial NorthAmerican CFVDTM project in Baltimore (Maryland, USA). The CFVDTM technology, developed by a subsidiary of ITIS based in Israel, generates real time trafficflow information based on anonymously sampling the positions of mobile phones inmoving vehicles. One of the challenges for ITIS has been to satisfy the demand for CFVDTM inNorth America without incurring the cost of an expensive business developmentand operational infrastructure. Working with Delcan will enable us to access thepublic agencies, such as State Departments of Transport in a cost effective andrapid manner, many of whom Delcan already work with. Under the terms of theagreement, Delcan will receive certain commission payments dependent on thecontract size and their level of involvement. Stuart Marks, Chief Executive, ITIS Holdings plc added: "Formalising ourrelationship with Delcan will enable us to roll out CFVDTM to many more publicagencies in North America at greater speed and at less cost than if we hadundertaken this by ourselves. CFVDTM is an exciting and proven technology withfully developed working sites in Israel, Belgium and Baltimore. We believe thatwith Delcan, we can continue to successfully deliver CFVDTM projects in NorthAmerica." Jim Kerr, Chairman and Chief Executive Officer, Delcan said "We selected ITIS asour exclusive partner for this technology because of their proven track recordin the traffic information business and their unrivalled experience in deployingCFVDTM successfully in European markets where CFVDTM is generating reliableurban information which up to now has never been available. Our work with theMaryland Department of Transportation on the Baltimore project, as well asdiscussions with state and local Departments of Transportation nationwide, haveconvinced us without doubt that there is huge interest in this technology andcommitment to deploy it". - Ends - Contact: Stuart Marks, Chief Executive, ITIS Holdings plc - 0161 929 5788 Ginny Pulbrook, Citigate Dewe Rogerson - 0207 638 9571 ABOUT ITIS HOLDINGS PLC ITIS Holdings plc, listed on the London Stock Exchange, is one of the UK'sleading providers of traffic information services. More information can be found at www.delcan.com ABOUT CFVDTM CFVDTM was developed by Israel based Estimotion Inc. which was founded in July 2000 and was acquired by ITIS in December 2003. CFVDTM is patented technology which provides a unique and high quality systemfor measuring and forecasting real time traffic flow based on anonymouslysampling the positions of mobile phones. Whilst an individual record of a mobilephone's position is typically less accurate than a corresponding GPS record, this is compensated by the large number of mobile phones on any road, knowledgeof the underlying road network and the application of statistical techniques.ITIS has developed full working sites, using live mobile phone data in the TelAviv area of Israel, Antwerp in Belgium and in Baltimore and has successfullycalibrated the results against traffic simulation models and loop data. ITIS has a US patent with 149 claims for this technology which complements theUS patent "Instantaneous Traffic Monitoring System" which the company acquiredon 1 November 2002.
