Publication of Final Terms

The following Final Terms are available for viewing:

Final Terms for The Royal Bank of Scotland plc (the "Issuer") issue of EUR 50,000,000 Fixed Rate to Index Linked Interest Notes due December 2020 ( the "Notes") issued under the £35,000,000,000 Euro Medium Term Note Programme of the Issuer and The Royal Bank of Scotland Group plc (the "Programme").

The Final Terms of the Notes (ISIN: XS0235714804) contain the final terms of the Notes and must be read in conjunction with the Prospectus dated 12 June 2005 and the Supplementary Prospectus dated 30 September 2005 (together the "Prospectus") relating to the Programme.

These Final Terms further amend and restate the final terms dated 6 December 2005 and which were amended and restated initially on 15 June 2010. The purpose of the further amendment and restatement is to amend the interest payable on the Notes in respect of the period from and including 6 December 2011 to, but excluding, the Maturity Date.
