CABLE & WIRELESS COMMUNICATIONS PLC ANNOUNCES PROPOSED OFFERING OF US$350 MILLION SENIOR SECURED NOTES DUE 2020

Cable & Wireless Communications Plc today announced the launch of an offering of US$350 million aggregate principal amount of senior secured notes due 2020 (the "Notes"). The Notes, whose net proceeds will be used to repay existing indebtedness, will be issued by Sable International Finance Limited and guaranteed by Cable & Wireless Communications Plc and certain of its subsidiaries.

The offering is being made by means of an offering memorandum. This announcement does not constitute an offer to sell or the solicitation of an offer to buy the Notes or any other security and shall not constitute an offer, solicitation or sale in the United States or in any jurisdiction in which, or to any persons to whom, such offering, solicitation or sale would be unlawful.
