INTERSERVE-LED PARTNERSHIP SELECTED AS PREFERRED BIDDER TO RUN PROBATION AND REHABILITATION SERVICES

· Interserve-led partnership, Purple Futures, to acquire and manage five Community Rehabilitation Companies (CRCs) in Greater Manchester & Cheshire; Merseyside; West Yorkshire; North Yorkshire; Humberside & Lincolnshire and Hampshire.

· Collective contract values expected to be worth circa £600m over seven years.

· Purple Futures members: Interserve; 3SC; Addaction; P3 and Shelter.

· Purple Futures to work with local specialist and voluntary groups to provide offender support, improve life chances and reduce reoffending rates.

 

Purple Futures, an Interserve led partnership, has today been selected as Preferred Bidder to provide probation and rehabilitation services in Greater Manchester & Cheshire; Merseyside; West Yorkshire; North Yorkshire; Humberside & Lincolnshire and Hampshire as part of the UK Ministry of Justice's Transforming Rehabilitation (TR) programme.

 

The Partnership is led by Interserve, which is one of the UK's leading providers of public services, and operates a number of services for Government departments, including DWP; the Foreign and Commonwealth Office; Defra and the MoD. As well as Interserve, the Purple Futures partnership includes the housing charity Shelter; the drug and alcohol treatment charity Addaction; P3, the national charity providing social inclusion services to people with complex needs; and 3SC, a social enterprise that will build and manage the voluntary sector supply chain on Interserve's behalf.

 

The contracts, which will run for seven years will not only see Purple Futures taking over the delivery of all probation and rehabilitation services to low and medium risk offenders in these geographical areas, but will for the first time provide support to offenders who are released after serving prison sentences of less than 12 months. This group, which numbers around 50,000 nationally, currently receives no supervision or rehabilitation support after release despite accounting for the highest rates of re-offending.

Interserve and its partners have spent over 12 months co-designing services to reduce re-offending, working with local voluntary sector groups who will provide a range of specialised services in local communities designed to improve the life chances of offenders and help reduce reoffending rates.

 

Proposals include measures such as the setting up of new social enterprises, to provide employment opportunities for offenders and ex-offenders. Purple Futures will also continue to use the well established Community Payback model.

 

Interserve's 'Charity Charter' sets out the principals of what it, as a substantial commercial enterprise, can offer and what it expects from its voluntary sector and social enterprise partners.
