Ebbsfleet Fibre to the Home Pilot - discounted telephony services

Ofcom today published proposals to allow BT to offer discounts on connection and line rental charges for telephony services to 300 homes which are part of their fibre to the home pilot scheme at Ebbsfleet in Kent.
