From 1968-70 he was anOverseas Institute Fellow working as an economist for the Zambian Government. In1970 he joined HM Treasury. From 1983-85 he was Private Secretary (Economics) tothe Prime Minister and he returned to No. 10 as Principal Private Secretary toMargaret Thatcher and then John Major. From 1994-98 he was Permanent Secretaryat the Department of the Environment (later Environment, Transport and theRegions). He returned to HM Treasury in 1998 as Permanent Secretary. In 2002 hebecame Secretary of the Cabinet and Head of the Home Civil Service until heretired in the summer of 2005. He entered the House of Lords as a Life Peer in2005. This appointment has been approved by the Prime Minister on the advice ofthe Advisory Committee on Business Appointments. Lord Turnbull is a non-executive director of Frontier Economics. He also workspart-time as a Senior Adviser to the London partners of Booz Allen Hamilton(UK). Kate Swann Kate Swann (41) is Chief Executive Officer of W. H. Smith Group Plc and aNon-Executive Director of Lambert Howarth Group. Before joining W. H. Smith shewas Managing Director of Argos Ltd. within GUS PLC, and before that ManagingDirector of Homebase, within Sainsbury PLC. She began her career with Tesco incommercial and marketing roles before moving to Homepride Foods as a BrandManager in 1988. After four years with the company she joined Coca-Cola, risingto General Manager Marketing for the UK before transferring to electronicsretailer Dixons in 1993, where she was latterly Marketing Director for Curry's.
