20 August 2013 Capita preferred bidder for electronic monitoring contract Capita plc today announces that it has been selected by the Ministry of Justice(MoJ) as preferred bidder for the electronic monitoring and field supportservices contract and also the role of overall services and systems integrator.We expect the contract to generate revenues to Capita of some £400m over theinitial six year contract term, based on the anticipated increase in the use oftags beyond the current numbers of monitored individuals. Further significantgrowth is expected through the expansion of services to other governmentdepartments and agencies. Capita will also work with the MoJ to promote theintellectual property which underpins the service internationally, generatingfurther growth and value for the public purse and Capita. Let nationally for the first time, the service is expected to generatesignificant efficiency savings for the MoJ and will exploit new, moresophisticated, GPS-based technology which will allow for curfew, location andproximity monitoring. Capita will provide two monitoring centres, the field force and, as overallservices and systems integrator, ensure that the software, hardware and mobilenetwork, procured separately by the MoJ, work seamlessly together. Capita plc chief executive, Paul Pindar, said: "When fully live, this isexpected to be the largest, single and most advanced `tagging' system in theworld. This integrated service will play a key role in providing betteralternatives to short prison sentences, allowing more tailored curfew andlocation monitoring, and better management of subjects under electronicmonitoring orders. It will offer a balance of monitoring and mentoring and helpto achieve the Government's broader objective of reducing re-offending whilebeing run to the highest possible standards of governance and transparency." The flexible, scalable service has been designed to enable other governmentbodies, for example, the probation services, the NHS and social care agencies,to procure related services. The contract will involve the transfer of the existing services and around1,000 Manchester and Norwich based employees to Capita under TUPE regulationsin January 2014, with the full new service starting in July of that year.
